    • PROBLEM TO BE SOLVED: To provide an apparatus for removing phosphoric acid esters in a waste oil and to provide a treating system for the waste oil containing polychlorinated biphenyl (PCB). SOLUTION: The apparatus for removing phosphoric acid esters is configured to include a storage tank 11 to store the waste oil 13 containing the phosphoric acid esters 12, a supply tank 14 to supply a predetermined amount of the waste oil 13 containing the phosphoric acid esters 12 and supplied from the storage tank 11 through a line L 1 , a mixing tank 18 furnished with a stirring means 17 for mixing the waste oil 13 supplied from the supply tank 14 through a line L 2 with an oxidant 16 supplied from an oxidant supply tank 15, an analyzing part 22 to analyze phosphorus (P) or phosphoric acid (H 3 PO 4 ) in a reaction liquid 19 comprising the waste oil 13 mixed with the oxidant 16, a circulation line L 4 to return the reaction liquid 19 to the mixing tank 18, a settling tank 25 to settle the reaction liquid 19 based on the result of the analyzing part 22 and separate the liquid to an oil layer 23 and a water layer 24, a filter 26 to remove solid component in the oil layer 23, and a waste water-treating part 29 to remove the phosphoric acid in the water layer 24.       SOLUTION: A mixing space 35, a classifying space 36 on it, and a mixture conveying space 37 further on it are formed in a classifier 31. A mesh 23 which keeps an active material AM existing in the mixture space 35 is installed in the lowermost part of the mixture space 35. A gas containing the powder of the conductive material AB is supplied from the lower part of the mesh 23 to the upper part, and the active material AM on the mesh 23 is made to float, and the particles of the conductive material AB are collided with the particles of the floating active material AM to form the particles of the mixture. Out of the particles of the mixture, the particles with a target particle size range or less rises from the mixing space 35 up to the mixture conveying space 37 through the classifying space 36, however, the particles with relatively large particle size do not reach the mixture conveying space 37.
