SOLUTION: This underwater luminous-decoration device selectively comprises a floating type luminous-decoration member 8 which floats up to a liquid-level area of the stored liquid, and an immersed luminous-decoration member 9 which is sunk in the storage liquid; each of the floating and immersed luminous-decoration members is composed of a luminous-decoration display base 10, and an optical fiber wire 2 which is arranged so that one end can be connected and coupled to the luminous-decoration display base and so that the other end can face a light source 17 as a light incident end; and the optical fiber wire comprises such an outward light leakage part 5 as to leak light outward along a line for realizing a shape to be realized by the luminous-decoration base.
