    • PROBLEM TO BE SOLVED: To make hydrochloric acid supplied to an intermediate section to have the concentration equal to or above that of an azeotropic mixture without adding an assistant by supplying acid to an anode section provided with a cation exchange membrane and a chlorine ion- containing solution to a cathode section provided with an anion exchange membrane to execute electrodialysis. SOLUTION: An electrodialysis chamber is divided into sections A-E by alternately arranging the cation exchange membranes KM1, KM2 and the anion exchange membranes AM1, AM2 and the anode (+) and cathode (-) are arranged respectively in the both end sections A and E to form the anode section and the cathode section. The acid, preferably sulfuric acid (x) having the concentration of 0.01-20 mass % is supplied to the anode section A, the chlorine ion-containing solution (y) is supplied to the cathode section E and a center section C and hydrochloric acid (z) to be concentrated, which has the concentration of 8-20.17%, is supplied to the intermediate sections B and D. The electrodialysis is performed by impressing current to both electrodes at 50-150 mA/cm2 current density. As a result, H+ from the anode section A and the center section C and Cl- from the center section C and the cathode section E are moved to the intermediate sections B and D to make the concentration of hydrochloric acid (z) equal to or above that of the water/HCl-azeotropic mixture.
