    • PROBLEM TO BE SOLVED: To reduce operational throughput for calculating the feature value of an image used for quantization control when encoding a moving picture. SOLUTION: When encoding an I picture in an original image memory 1, a feature value arithmetic part 16 calculates a variance value for each MB, stores it in a feature value storage memory 19, calculates quantization step size information of the MB and sends it to a quantization control part 13. When encoding the P picture, a feature value prediction part 17 acquires the variance value of MB of the I or P picture that becomes the predictive image of the MB, from the featured value storage memory 19, calculates the variance value, stores it in the featured value storage memory 19, calculates quantization step size information, and sends it to the quantization control part 13. When encoding the B picture, the feature value prediction part 17 also acquires the variance value of MB of the I or P picture that becomes the predictive image of MB of the B picture, from the feature value storage memory 19, calculates the variance value, calculates a quantization step size, and sends it to the quantization control part 13. SOLUTION: A motion compensation portion 60 holds already detected motion vector information of a back reference frame in a motion vector hold portion 61. A motion compensation prediction portion 64 performs motion compensation by using motion vector called for every calculation mode, generates a prediction image and outputs the image to a code amount estimator 65. The code amount estimator 65 estimates code amount when encoding a difference fractionation image which is difference of a prediction image and an original, every calculation mode.
