    • PROBLEM TO BE SOLVED: To secure a proper guide vane closing characteristic, the rotation speed of a shaft system, and the stability of hydraulic pressure variation of an introducing iron pipe after a load of a generator is blocked in a hydraulic turbine or a speed governing controller for a pump turbine. SOLUTION: This speed governing controller 2 comprises: a PID controller 4 for inputting a calculation value of a control-input calculator 3 calculating the deviation between a command value of an output increasing/decreasing command 1 and detection values of a shaft rotation speed 19 and an opening of a guide vane 9; and a feed-forward control element 22. An I (integrated) calculation element 6 of the PID controller is controlled to do a tracking calculation with a function of a preset-guide-vane closing characteristic by the feed forward control element 22 receiving load blocking signals of a generator 18, so as to control the guide vane opening based on a sum of its calculation results and results of a P (proportion) calculation element 5 and a D (differentiation) calculation element 6.     • PROBLEM TO BE SOLVED: To provide power generation facility installable without requiring a special geographical feature if the facility is located near the ocean. SOLUTION: This facility is provided with an underground water tank 12 provided under the ground, a water channel 13 for communicating the ocean 11 with the underground water tank 12, a water turbine pump 14 provided in the water channel 13 and a generator-motor 15 connected to the water turbine pump 14. Power is generated by the generator-motor 15 by performing a water turbine operation of the water turbine pump 14 by dropping sea water in the underground water tank 12 from the ocean 11 during a time zone of much power command. Sea water stored in the underground water tank 12 is discharged to the ocean 11 by making the water turbine pump 14 perform a pump operation by operating the generator-motor 15 by using night time power or surplus power during a time zone of little power command.
