    • PROBLEM TO BE SOLVED: To provide a method for producing a rigid polyurethane slab foam having low heat conductivity, maintaining excellent flame retardance with time and having even excellent dimensional stability without causing scorch in the interior. SOLUTION: [A] A modified polyisocyanate is reacted with [B] a polyol component and [C] a foam-forming composition and the resultant reaction product is freely foamed in a state of an opened top surface. [A] The modified polyisocyanate is obtained by modifying at least a part of a polymeric MDI (diphenylmethane diisocyanate) containing 30-80 mass% of MDI with a modifying agent composed of a polyester polyol having 150-300 mgKOH/g hydroxyl value and has 24.0-28.0% NCO content. [B] The polyol component contains at least one kind selected from a polyether polyol (B1) using toluenediamine as an initiator, a polyether polyol (B2) using sorbitol as an initiator and a polyether polyol (B3) using sucrose as an initiator in the total amount of ≥50 mass%.     • PROBLEM TO BE SOLVED: To provide a surface-treated metal material in which various problems in workability, corrosion resistance and solvent resistance are solved, and various characteristics are excellent by finding a film constitution capable of maximumly exhibiting the characteristics of an urethane resin based film as a surface-treated material substitutible for a chromate-treated material, and to provide a metal surface treatment agent. SOLUTION: Disclosed is a surface-treated metal material having a coating film containing at least a polyurethane resin and silicon oxide on at least a part of the surface of a metal material. The polyurethane resin has a urea bond and one or more of a siloxane bond, a dehydration condensation bond of a silanol group and another functional group, and a silanol residue. The total amount of silicon-containing compounds relative to the solid content of the coating film is not less than 1.6% by mass but not more than 25% by mass in terms of silicon, and the total amount of the urea bonds and urethane bonds relative to the total resin content is not less than 0.1% by mass but not more than 10% by mass in terms of nitrogen atomic weight.
