摘要： PROBLEM TO BE SOLVED: To obtain a polyester resin-based paint which can form a coating membrane excellent in anti-blistering property, hardness, processibility, non- stickiness, anti-blocking property and curability even when baked at a high temperature in a short time. SOLUTION: The objective paint composition comprises a binder component comprising (A) a hydroxyl group-containing polyester resin having a number average mol.wt. of 2,000-20,000, a glass transition temperature of -40-30 deg.C and a hydroxyl value of 5-95 mgKOH/g and (B) a blocked polyisocyanate compound blocked with ε-caprolactam, and (C) 0.5-30 pts.wt., based on 100 pts.wt. of the binder component, of resin particulates having an average particle diameter of 8-70 μm which do not perfectly melt when the coating membrane is cured. The equivalent ratio of blocked isocyanate groups in the blocked polyisocyanate compound (B) to hydroxyl groups in the polyester resin (A) is in the range of 0.7-1.2.

SOLUTION: The objective coating material composition comprises film- forming resin components comprising (A) 20-90 pts.wt. of a hydroxyl group- containing polyester resin having a glass transition temperature of 10-100 deg.C and a number average mol.wt. of 2,000-25,000, (B) 5-70 pts.wt. of a novolak type epoxy resin and (C) 5-40 pts.wt. of at least one curing agent selected from amino resins and blocked polyisocyanates, and (D) 30-100 pts.wt., based on 100 pts.wt. of the total of the film forming resin components, of calcium ion- exchanged amorphous silica particulates. This coating material composition forms a cured coating film having a glass transition temperature of 40-80 deg.C. The coated steel plates are obtained by forming an undercoating from the above coating material composition on various steel plates and then forming thereon an overcoating film having a glass transition temperature of 20-80 deg.C.
