The permutation is proceeded, the information of 1 appears at the permutation part 122, and after a half clock, the output is latched to latches 24-26. Respective outputs 2, 1 and 3 of an output buffer 4 comes to be the information of 3, 1 and 2 through a parallel serial converting circuit 6 and outputted to the highway 7.

A state symbol arranging part 105 determines the arrangement of state symbols from the levels of respective states and the sublevel on the basis of a previously fixed rule. An other symbol arranging part 106 arranges respective symbols other than the state symbols between respective state symbols arranged by the arranging part 105.

Thus, the graphic information corresponding to steps S1WS8 is inputted from the input part 1 and the integral time values T1WT8 are recorded on a recording part 7. In this state, when a step is inserted, the integral time value corresponding to steps from the 1st step to the step right before the insertion point and the integral time corresponding to the final step are extracted from the recording part 7 and the shorter time side is selected between the time up to the insertion point and the time from the insertion point to correct the display of the flow chart.
