A planar shape of the screw head of the fixing screw is so formed that two different points on the outer periphery of the screw head have different distances from an axial center, the fixing plate is a fixing plate made of a resin or a fixing plate in which at least a portion joined with the screw head rotation restraining member is coated with a resin, the screw head rotation restraining member is made of a resin and is joined to the fixing plate, and a surface on the waterproof sheet side of the fixing plate is joined to the waterproof sheet.
