The multicellular glass layer can be obtained, for example, by heat-treating, softening and expanding a raw material chiefly comprising glass powder and a foaming agent; or by blending such raw material with vitreous granules expanded in advance, i.e., multicellular vitreous granules followed by carrying out heat treatment.
