    • PROBLEM TO BE SOLVED: To provide an image control apparatus for encoding image data to reduce a data transfer amount of a memory while suppressing deterioration of image quality.
      SOLUTION: A format conversion part 10 divides each pixel component of image data 2 of a first format expressing gradation of each pixel component with a plurality of bits into a prescribed bit group, and couples the bit group on the basis of bit depth to be converted into the image data of a second format. An image encoding part 20 encodes the image data converted into a format with a plurality of encoding methods, and selects the encoding method in response to image quality indexes of encoding data to output corresponding encoding data. A memory input control part 30 assigns a memory region storing a plurality of the pixel components composing the image data of the second format in response to a selected encoding method to be collectively stored in each of the plurality of the pixel components. Thus, the memory transfer amount is reduced when being decoded while suppressing deterioration of image quality.

A frame memory/predictive image generator 308 generates a predictive image signal 412, according to a combination of the reference image number and the predictive parameter indicated by the decoded index information, and uses the predictive error signal and the predictive image signal, to generate a reproduced moving picture signal.
