If the second difference is positive at the end of the current integration period, the first desired value calculation section subtracts a value equal to or greater than the second difference from the first desired integral value at the end of the current integration period in determining the first desired integral value at the end of the next integration period. The required output power level is applied to a power utilizing system 72 from the hydraulic turbine generator 70 through the rotary current transformer. In one of the examples, the controller accesses a reprogrammable memory which stores hydraulic power Hill-chart information. In another example, the controller includes a real time automatic governor which controls the output power level of the rotary current transformer by using a signal which expresses the frequency of the AC power transmission to the power utilizing system.

Further, the variable speed pumping-up device comprises a power controller 7 having at least an integrating element to reduce the deviation therebetween to zero; and a power converter 3 to perform AC excitation control so that the input P of the electric motor 2 forms the synthetic signal P0 +ε.
