    • PROBLEM TO BE SOLVED: To provide the assignment system of a link identifier that can suppress increase in processing accompanying change in the route of connection, and the generation of costs due to the interruption or the like of communication. SOLUTION: In a network where LSP is identified based on a label, the same label value is assigned to all links constituting connections. Therefore, even if one of nodes being contained in the connection is subjected to a shortcut due to changes in the route of the connection, an adjacent node in the transmission direction of the node can receive a packet having the same label value as a label value which is received from the LSR from an adjacent node in the reception direction of the node.

    • PROBLEM TO BE SOLVED: To provide a data transfer device for guaranteeing communication quality by allowing a load distributing function and a communication resources securing function to be mutually related. SOLUTION: A transfer destination information reading part reads information of transfer destination terminals 12 and 13 corresponding to a destination terminal 12 based on a communication quality request with the destination terminal 12 which is received from a transmission source terminal 11. A resources securing instructing part instructs the securing of communication resources for communication with the quality to the transfer destination terminals 12 and 13. A resources securing part determines whether the communication resources to the transfer destination terminals 12 and 13 are secured or not based on the instruction of the resources securing instructing part and gives the decision result to the resources securing instructing part. When it is determined that the resources securing part secures the communication resources to the terminals 12 and 13, the resources securing instructing part instructs a destination change part to change the destination terminal 12 into the transfer destination terminal 13 with the secured communication resources therein. Thus, the destination change part 22 changes the destination terminal 12 by following the instruction.
