    • PROBLEM TO BE SOLVED: To provide an apparatus that can not only greatly reduce the use amount of fossil fuel but can stably carbonize and convert sludge as the main object of the process into fuel with a small amount of assistant fuel, avoid decrease in the boiler efficiency, can be stably driven and greatly decrease the running cost. SOLUTION: The apparatus for converting sludge into fuel is characterized in that: the apparatus includes a pyrolytic carbonization furnace 6 for subjecting sludge to a pyrolytic carbonization process to generate a pyrolysis gas and a carbonized product and a combustion furnace 7 for combusting the pyrolysis gas generated in the pyrolytic carbonization furnace 6; the combustion exhaust gas generated in the combustion furnace 7 is used as a heat source of the pyrolytic carbonization furnace 6; and a dust recovery device 21 recovering dust in the exhaust gas is provided in a combustion exhaust gas line 14a between a combustion furnace exhaust gas exit of the combustion furnace 7 and the pyrolytic carbonization furnace 6.     • PROBLEM TO BE SOLVED: To provide a method for treating chlorine-containing organic waste by which the chlorine-containing organic waste can be effectively utilized as a fuel for a cement-firing installation by the dechlorination and drying of the chlorine-containing organic waste, and also the quantity of heat required for the drying or the like can be reduced, and to provide an apparatus therefor.
      SOLUTION: The method for treating the chlorine-containing organic waste is the one for utilizing the chlorine-containing organic waste such as foul dung as the fuel, and includes a chlorine-removing step for removing the chlorine and/or a chlorine compound contained in the chlorine-containing organic waste by cleaning the chlorine-containing organic waste by using a cleaning and mixing vessel 1, and dehydrating the resultant product by using a dehydrator 2, and a drying step for drying the obtained and dechlorinated organic waste by using a multi-step dryer 6 to regulate the water content so as to be ≤40%.
