      SOLUTION: A surface plate 5 is composed of the first plate-shaped member 1 in which a prescribed amount of an actuation liquid 7 is sealed after the member 1 is evacuated and channel-shaped passages 6 are formed, and the second plate-shaped member 4 which is joined to the first member 1 to cover the passages 6 formed in the member 1. A heating means 14 such as a heater is fitted to the lower surface of the peripheral part of the surface plate 5 to heat the actuation liquid by the heating means 14.
