In this poor liquid delivery detecting apparatus, the light receiving element 15A is arranged adjoining to the direction of the minor beam axis of the light beam LB having an elliptical cross-sectional form emitting from the light emitting element.       SOLUTION: An arm rotation drive part 10 holds an arm support part 14 so that it can turn around a spindle 12. The arm support part contains an arm reciprocation drive part 16 and an injection liquid change part 18 and supports a circular nozzle arm 20 so that it can reciprocate in the length direction thereof. The nozzle arm is formed with comb teeth 54 at regular intervals, has scalp washing nozzles 60 at each of the ends and hair washing nozzles 62 are prepared between the comb teeth. Both nozzles are connected with the injection liquid change part 18 through liquid feeding passages which are separately installed in the nozzle arm. The injection liquid from the nozzle is changed in the injection liquid change part.
