In the transfer paper for electrophotography, the toner image receiving layer formed on one surface or both surfaces of the base material is constituted by including thermoplastic resin and conductive resin.

A control unit 11 calculates a change amount in the size of the sheet based on the difference between the second water content and the first water content measured by the water content sensor 20.
