    • PROBLEM TO BE SOLVED: To provide a high-pressure water electrolysis apparatus which is capable of reducing the amount of solid polymer electrolyte membrane used as much as possible and can be easily and economically constituted.SOLUTION: A high-pressure water electrolysis apparatus 10 includes: a flat membrane member 40; an anode power feeder 42 and a cathode power feeder 44 which hold the flat membrane member 40 therebetween; an anode side separator 34; a cathode side separator 36; and a seal member 66 arranged surrounding the cathode power feeder 44. The flat membrane member 40 has: a solid polymer electrolyte membrane 46 which covers electrolytic regions of the anode power feeder 42 and the cathode power feeder 44 and whose outer peripheral edge is in contact with the seal member 66; and an elastic member 48 arranged on the outer peripheral side of a contact part with the seal member 66.

    • PROBLEM TO BE SOLVED: To provide a system which safely stores a mixed gas, obtained by performing electrolysis of water or an electrolyte solution by electrical energy and containing hydrogen gas and oxygen gas in a volume ratio of 2:1, for a long period of time, and which utilizes the stored gas as a fuel.SOLUTION: A non-explosive mixed gas (stable hydrogen-oxygen gas), wherein the volume ratio of hydrogen gas and oxygen gas is 2:1, is obtained by performing electrolysis of water or an electrolyte solution by electrical energy. Then, the stable hydrogen-oxygen gas is compressed and stored in a storage tank. The stable hydrogen-oxygen gas supplied from the storage tank is used as a fuel in fuel gas utilizing appliances.
