    • PROBLEM TO BE SOLVED: To easily control the probability of occurrence of a transmission error according to the degree of importance of layers. SOLUTION: For a packet based on encoding data (layer1 encoding data) of a layer1 having highest significance, a transmission pattern Sn, of which the packet loss rate is minimized (or there is no packet loss) is calculated. According to the transmission pattern Sn, the packet based on the layer1 encoding data is subjected to burst transmission. Burst transmission is performed, during the difference time duration Tx, between a required time Tr for sending layer1 encoding data and a one frame time duration, to a packet based on the encoding data (layer2 encoding data, layer3 encoding data) of layer2 and layer3 that are the remaining layers. In this manner, by having a transmission pattern calculated for each layer for burst transmission, easy control of the probability for the occurrence of a transmission error according to the significance of layers is carried out.
