SOLUTION: A battery ECU68 calculates an upper limit value of charging and discharging power of a battery 50. Moreover, a cooling fan apparatus 78 is controlled by a battery ECU68 for sending the cooling wind to the battery 50. An abnormality of the cooling fan apparatus 78 is detected by the battery ECU68, and if an abnormality is developed, the upper limit value of the charging and discharging power is updated. For instance, if operation of the cooling fan apparatus 78 is disabled, the charging and discharging power when a battery temperature is high is dropped. Moreover, if the cooling fan operates uncontrollably, the charging and discharging power when battery temperature is low is dropped.

Therefore, although the maximum value of the engine rotary speed at the time of stall starting changes according to the opening of the throttle valve, the abnormality judgment region of the vehicle speed sensor 48 can be expanded without providing a new sensor such as a brake switch by determining the criterion of engine rotary speed according to the opening of the throttle valve detected by a throttle sensor 38 which is provided at a vehicle for speed-change control of the automatic transmission 12, thus improving the reliability of the abnormality judgment result.

CONSTITUTION: The two terminals of a commercial power supply 30 are connected to neutral points 24 and 26 of the two drive motors 10 and 12, respectively. Transistors 38-1,-2 and-3 and 50-1,-2 and-3 of inverters 18 and 20 are controlled so that the equal current flows through three-phase coils 40-1,-2 and-3 and 44-1,-2 and-3. Therefore, the magnetic fields generated from the three-phase coils are offset to each other. Thus, the magnetic field is not formed, the rotation of a rotor can be prevented and the vehicle does not start moving.

When the traction control operation is detected, a filter processing prohibiting means prohibits the above-described filter processing.
