A position at a time measured by the two satellites receiving a radio wave is calculated in a satellite position calculation processing part 50. A position of a ground station is estimated in an emission source position estimation processing part 60, using information of the arrival time difference and the Doppler shift frequency difference obtained by the correlation processing part 40, and the measured time obtained by the satellite position calculation processing part 50, and coordinates of an intersection of a locus of the arrival time difference with a locus of the Doppler frequency difference are plotted on a map in a display part 70 to display a position estimation result of a radio wave emission source. In this case, the surge frequency detector 20 is connected to the voltage detector 12 and the control circuit 11, and it detects the surge voltage frequency of a voltage detection signal e11, receiving the input of the output voltage signal e11 and the phase control signal e2 to control an inverter circuit 2, and outputs a surge frequency signal e21. Hereby, the occurrence of surge is suppressed.

Input current to the VVVF 100 is fed back, as a current detection signal If, through a current transformer 12 and a current detecting circuit 14 and compared with the current reference I* at a current control circuit 22. An operational command is then outputted so that the difference becomes zero thus outputting a voltage control command from the phase control circuit 21.

In this case, since the ratio of the rotating speed to the terminal voltage of an induction motor does not coincide with the ratio of the rated rotating speed to the rated terminal voltage of the motor, a power factor angle detector 96a so outputs a signal that the ratio of the rotating speed to the terminal voltage of the motor becomes a predetermined value. A phase correction signal is calculated by a proportional integrator 96b with a signal output from the detector 96a to determined the final output phase of an inverter.

During operation of the A system, that is, while the B system is standing by, a B phase controller 33B always synchronizes a clock and pulse oscillation timing built in itself with a phase from the input side voltage of an AC-to-DC converter 22 and stands by so as to be capable of operating immediately when a phase command from a current controller 32B comes. In this manner, the fallen value of rotation of a motor can be reduced, even if the control system is changed to the stand by system.

By the output signal of a phase difference detector 31, the set reference e1 of the input of an input limiting circuit 7 and the output voltage frequency reference e2 of output are corrected at the same time. Then, the output voltage frequency reference e2 is set to be of attenuation characteristic similar to that of the rotational speed of an induction machine 5. When the release of the input AC power source 1 is detected by the input voltage detector 12, then the operating of the rectifier 2 and the inverter 4 is re-started.
