A lower end engagement portion 112A provided at a lower end of the spring receiver cylindrical portion 112 is seated on an upper end engagement portion 111A provided at an upper end of the spring receiver base portion 111, so that the spring receiver cylindrical portion 112 is coaxially set to the axle side tube 12.
