SOLUTION: The atmosphere venting passage 101 has inserted therein an atmosphere venting valve 102 which is closed when water is passed as an operating element 16 for a water cutoff valve operates and which is opened when water is cut off. The pipe joint 10 is provided with a hollow space 108 defined by an orifice-equipped partition panel 107 and located above the water path 100 in the pipe joint. The atmosphere venting passage 101 is in communication with the hollow space 108 and a regulating plate 109 which is moved upward in response to the pressure of passing water is provided under the partition plate 107. A flow straightening plate 110 formed with a plurality of small holes is provided under the regulating plate 109.

SOLUTION: The mixer control means S, when no communications signal is applied to the water heater 7 from the hot water temperature setter 71, controls the hot and cold water mixer 20 so that the temperature detected by the mixed water temperature sensor 33 equals the fixed temperature of hot supply water. Temperature sensor 33 equals the fixed temperature of hot supply water.
