The transmitting member extends between a tip end coupled to the arm part and a base end coupled to the rotor, and the rotor has a relief hole for receiving the base end. While the rotor turns form the stopping position to the starting position, the base end moves in the relief hole to keep the transmitting member longitudinally unmoved. During turn form the starting position to the choking position, the base end is limited in movement in the relief hole to cause the transmitting member to move longitudinally and transmit the motion of the rotor to the arm member.
