    • PROBLEM TO BE SOLVED: To provide an image encoder and an image encoding method, which achieve encoding and decoding for supporting both encoding processing which does not depend on bit depth of an image and keeps prescribed precision even in high bit depth and encoding processing which depends on the bit depth, drops operation precision and makes much account on easiness of mounting in the high bit depth.SOLUTION: A luminance signal of an image and a color difference signal in bit depth different from the luminance signal are inputted. A luminance quantization parameter used when the inputted luminance signal is quantized in a block unit is generated. A color difference quantization parameter used when the inputted color difference signal is quantized in the block unit is generated within a range determined by the luminance quantization parameter. The inputted luminance signal is quantized by the luminance quantization parameter, and the color difference signal is quantized by the color difference quantization parameter. The range is changed in accordance with a difference of the bit depths of the luminance signal and the color difference signal in generation of the color difference quantization parameter.
