The vehicle-body-side bracket 11b is supported and fixed to the vehicle body by a pair of mounting plates 57, 57 bendingly formed at lateral both side-edges of the vehicle-body-side bracket 11b. The device is configured to sufficiently secure the length in the front/rear direction of the locking notch 45 for assembling the locking capsule 47, provided to the vehicle-body-side bracket 11b, thereto.
