    • PROBLEM TO BE SOLVED: To solve the need for a more efficient communication control system as the usage and quantity of communication facilities, and to increase diversity in application ranges.
      SOLUTION: A punch-down panel (connecting device) 110 includes two compartments of different widths. A first compartment is a mounting compartment 170, and a second compartment is a punch-down compartment 175. The mounting compartment is wider than the punch-down compartment. Thus, a wider mounting compartment contacts the other, and an access channel 180 is left in the punch-down compartment, if two punching panels or more are adjoined and are mounted on an electrical communication rack. A wire, passed through from the rear surface of the punch-down panel, can access an insulation rejection connector 160, at any points along the length of the punch-down substrate 130 with the access channel.
