The nozzle member 7 has a nozzle 16 in the center of umbrella, a hole which is connected to the nozzle 16 and passes an electrode 11 and plasma gas, and an annular cooling water passing groove 22 between the inside of the umbrella and outer periphery of the umbrella. The outer cylinder 51 has a tip which is connected to the fringe of the umbrella of the nozzle member 7. The nozzle stage 5 has an elliptically shaped outer surface which partially touches the inner surface of the outer cylinder 51, and divides its inner space into a cooling water supplying channel 21 and a cooling water discharging path 23. The nozzle stage has a hole for passing an electrode and plasma gas in the center which followed by a handle through-hole which catches the handle of the nozzle member 7. A leading end 56t of a thicker part 56 between the hole and the outer cylinder 51 is projected in the cooling water passing groove 22 side of the nozzle member 7 further than a tip 57t of a thinner part 57.
