    • PROBLEM TO BE SOLVED: To provide: a method and apparatus for encoding and decoding a coding unit of a picture boundary; and a computer readable recording medium having recorded thereon a program for implementing the method.SOLUTION: A method of decoding a video comprises: determining a first coding unit of a hierarchical structure, by using information indicative of whether to divide a coding unit parsed from a received bitstream; determining whether the first coding unit of the hierarchical structure includes a region that deviates from a boundary of a current picture; if it is determined that the first coding unit of the hierarchical structure does not include the region that deviates from the boundary of the current picture, parsing and decoding the first coding unit of the hierarchical structure; and, if it is determined that the first coding unit of the hierarchical structure includes the region that deviates from the boundary of the current picture, determining at least one second coding unit generated by dividing the first coding unit which includes the region that deviates from the boundary of the current picture in the first coding unit.

SOLUTION: A moving picture distribution system has: a receiver; and a moving picture distribution device for distributing moving picture data for distribution to the receiver. Then, a moving picture coding device mounted to the moving picture distribution device is equipped with: a means of generating a predictive image of a non-key frame in a frame sequence for composing the moving picture by utilizing a key frame; a means of obtaining an amount of error correction code according to fallibility of the predictive image to an original image of the non-key frame; a means of generating an error correction code corresponding to the obtained amount of error correction code as coding data; and a plurality of parameter calculation means of calculating a parameter related to the fallibility.
