A first authority is defined by a first combination of first to third items, and a second authority is defined by a second combination of first to third items. The logical formula storage part stores a logical formula which derives, on the basis of the first item and the second item, enablement, disablement, or unknownness of change from the first authority to the second authority. The table storage part stores a first table in which enablement or disablement of change from the first authority to the second authority is defined on the basis of a pattern in which is unclear as to enablement or disablement of the change, and the third item. The first determination part determines, by using the logical formula, enablement, disablement, or unknownness of change from the first authority to the second authority. When the determination is unknownness, the second determination part determines, by using the first table, enablement or disablement of the change from the first authority to the second authority. The change part changes, when the determination is enablement, the first authority to the second authority.
