The coating layer contains a resin component and a filler, the resin component contains a silicone resin and a resin containing a methacrylic acid ester component or an acrylic acid ester component, the filler has a conductive layer containing at least SnOon the surface of a substrate, and in the XPS analysis of the carrier, Sn is 0.5 Atomic% or more and the Sn/Si ratio is in the range of 0.03 to 0.2.
