      SOLUTION: This plant reinforcing tool is attached to a stem to support a stem corresponding part and prevent break of the stem. The reinforcing tool 1 (1A and 1B) includes holding parts 2 and 2 set on both the ends in the longitudinal direction and holding the stem corresponding part 8a from an opening on one side to the inside, and an elastically transformable connection part 3 or 30 connecting the holding parts on both the ends each other. The holding parts 2 on both the ends are each formed in an almost U shape form and connected to the connection part 3 or 30 in almost 180 degree displacement each other and become attachable to the stem corresponding part by rotating the whole from a condition of being arranged in the diameter direction of the stem 8a or on both the sides of putting the stem in between.

A driving apparatus of each of the cutting tools 8a and 8b includes a cutting tool holding part 10 holding each of the cutting tools 8a and 8b, a cutting tool vibrating mechanism 11 vibrating each of the cutting tools 8a and 8b in the cross direction when cutting a stem part, a cutting tool moving mechanism 12 making each of the cutting tools 8a and 8b approach or retire from the stock seedling 1, and a spring mechanism 13 energizing each of the cutting tools 8a and 8b toward the central side of the stem part when cutting the stem part of the stock seedling 1. The cutting apparatus C cuts the stem part of the stock seedling 1 in a V shape by repeating pressing and cutting, and pulling and tearing off with both the cutting tools 8a and 8b, and thus, the cutting quality of both the blades of the cutting tools 8a and 8b are greatly improved compared to a conventional cutting means.
