    • PROBLEM TO BE SOLVED: To reduce the calculation quantity for thinning-out (extraction) processing.SOLUTION: The encoding device includes a order specification error correction encoding unit 11 that previously specifies bit order based upon a thinning-out table T in which a thinning-out pattern corresponding to a plurality of transfer rates R is prescribed, performs error correction encoding of an information bit sequence (information bits S1) when the information bit sequence is input to generate an error correction code, and outputs respective bits of an error correction code as an order specification error correction code ECC1 according to the bit order, and a code extraction unit 12 which extracts bits by a thinning-out transfer rate from the starting bit of the sequence specification error correction code output from the order specification error correction encoding unit 11 to generates an after-extraction error correction code ECC2, and outputs the after-extraction error correction code to a decoding device 20.
