Further, by making a structure for accumulating heat temporarily in a refrigerant or the like having a predetermined heat capacity, the power consumption of the air conditioning device is unrelated directly with the intensity of a room temperature regulation and is thus always stabilized, and operation of the regenerative braking device is stabilized. Concurrently, a heat quantity accumulated in the refrigerant or the like can be shared with a predetermined temporal difference, and thus a room temperature can be regulated even when not braking.

When electric power to be generated exceeds the electric power consumed by charging of batteries or the like, a relay for connecting the resistor thereto is opened or closed by a comparison between a signal detecting a tread force for a brake pedal, and an energizing electric current by charging of the batteries or the like, or energization through the resistor is controlled by increasing or decreasing the duty ratio of a chopper device for connecting the resistor thereto. Moreover, since energization through the resistor accompanies large heat generation, part of the electric power generated by the regenerative braking device is used to cool the resistor and protect the equipment.
