摘要： PROBLEM TO BE SOLVED: To maintain excellent reflectivity against sunlight by providing a reflecting layer containing inorganic ceramics particles rich with reflectivity on the surface and the remainder composed of organic resin, and laminating photocatalyst layer on the reflecting layer. SOLUTION: Paint composition in which inorganic ceramics particles excellent in reflectivity against radiation energy from sunlight and organic resin are dispersed in a solvent is spread on the surface of a base plate made of metal plate, plastics, or the like, to form a reflecting layer. Sol liquid in which photocatalyst paricles containing combination of titanium oxide and crystalline zirconium titanate are dispersed, as it is, or paint composition in which colloidal silica, chromate, and the like are added to the sol liquid is spread on the reflecting layer, so as to form a high reflectivity surface treated plate. Consequently, the surface is hardly polluted, and excellent heat insulating property against the sunlight can be maintained for a long term.

SOLUTION: One face, receiving solar radiation, of a metal base (e.g. a plated steel plate) is provided with a paint film containing 2-70 mass% pigment whose solar heat reflectivity R E/NIR in a wavelength range of 0.8-2.1 μm is 10% or more, and R E/NIR of the painted face is set to 20% or more. In the case the solar heat transmissivity T E/NIR in a wavelength range of 0.8-2.1 μm of the paint film is as high as 20% or more, a metal base (e.g. an Al-based plated steel plate) with high R E/NIR of 40% or more is used to utilize reflection also from the base. It is preferable to form the back face side of a low emissivity face with the emissivity of 70% or less, and the paint film containing 0.05-1.5 g/m 2 of scale-like aluminum pigment is preferable. When a contact angle to water on the surface of the solar radiation receiving face is set not more than 60° or not less than 90°, stain resistance is excellent, and a lowering of solar heat reflecting properties caused by stain is prevented.
