SOLUTION: A receiving station informs a transmission power Tx used for transmission from the receiving station to a transmitting station and a desired reception power rxmin determined from a received background noise power to the transmitting station. On the other hand, the transmitting station (radio terminal) adds an attenuation amount L on a transmission path derived from difference between the informed transmission power Tx and the radio received power Rx to the informed desired received power rxmin to determine a transmission power tx.
