      SOLUTION: Each interface card is provided with a communication state management block 8, a distribution block 31 and a selection block 41. The communication state of the connection path between the respective interface cards is managed by the communication state management block 8. In the distribution block 31, the communication state of the interface card of the transfer destination of a packet is decided by referring to the communication state management block 8, and the packet is transferred to the connection path of another communicable interface card when the communication is impossible. In the selection block 41, whether or not the destination of the transferred packet is the present interface card is decided, the packet is sent out to an output processing part 4 when it is addressed to the present card, and the packet is transferred to the distribution block 31 when it is not addressed to the present card.
