The method further includes: a step of generating a coating film by coating the electrically conductive support, on which the plurality of layers are formed, with a coating liquid for surface layer, wherein the coating liquid contains a hole-transporting compound for generating a polymer by the irradiation with electron beam; an electron beam radiation step of radiating the coating film with the electron beam; an oxygen exposure step of subjecting the coating film to oxygen exposure; and a heating step of heating the coating film to cure it and forming the surface layer. The oxygen concentration during the electron beam radiation step is 30 ppm or smaller; the oxygen concentration during the oxygen exposure step is 100 to 10,000 ppm; and the oxygen concentration during the heating step is 30 ppm or smaller.
