The cylinder position detection means includes: a magnetic sensor 21 provided at the cylinder position; a permanent magnet 23 provided at the target stop position; and a plurality of magnetic materials 24 arranged along the direction of the elongating and contracting operation of the elongating and contracting cylinder so as to set a desired magnetic field limit area within the range where a magnetic field of the permanent magnet extends.

A battery charge/discharge controller 11 includes means for estimating residual capacity of both batteries, means for estimating a charging time required for recovery from the residual capacity of the respective batteries to a target capacity, means for executing capacity management of the respective batteries by controlling opening/closing of the switches so as to use the charging time for charging, and means for limiting a discharge capacity of the second battery to be equal to or less than a setting value during the AIS.
