When formed on a substrate, it is preferable that the porous titanium oxide coating film has a continuous or gradual concentration gradient such that the concentration of the titanium oxide structures (A) at a point away from the interface of the coating film and the substrate in the coating film becomes higher as the point becomes closer to the top surface of the coating film in the thickness direction of the coating film.
