The base sheet formed with blisters is driven into the powder by the wheel 38, takes the powder in the blisters, moves together with the wheel 38 and bowl 32, and leaves the bowl 32 in the filled state. Submersing depth of the wheel 38 is adjusted by vertical motion of the bowl 32.
