    • PROBLEM TO BE SOLVED: To provide an inexpensive monitoring system capable of high-speed processing in addition to accurate monitoring within a target area. SOLUTION: The monitoring system includes a plurality of distance sensors 11 installed correspondingly to a plurality of monitoring object areas 6 to be monitored, the plurality of distance sensors 11 measuring distances to the corresponding monitoring object areas 6, respectively; a reference distance storage unit 25 which stores reference distances to be compared with measurement distances measured by the plurality of distance sensors 11; and a distance comparison means 22 which compares the measurement distance by each of the plurality of distance sensors 11 with the reference distance corresponding to each distance sensor 11. The plurality of monitoring object areas 6 is constituted so that the adjacent monitoring object areas 6 are overlapped, and the distance comparison means 22 calculates the height and position of a monitoring object 2 based on comparison results and monitors the monitoring object 2 present between the monitoring object area 6 and the distance sensor 11.     • PROBLEM TO BE SOLVED: To provide a new monitor monitoring a place where a plurality of persons are present.
      SOLUTION: The monitor 10 includes an LRF (12) installed in a shopping mall. Local behavior of a person in the shopping mall is detected by use of the LRF (12), and is accumulated in a position information DB (20). The monitor 10 reads the local behavior every hour, creates a clustering map, and accumulates it in a map DB (22). The management device 10 also reads the local behavior every ten minutes, creates the clustering map, and reads the clustering map including the local behavior detected at the same time on a different day. A difference between the two clustering maps is calculated for each spatial grid, and the monitor 10 gives a warning when the calculated difference is a threshold value or above. A manager comprehensively monitors the shopping mall by use of the monitor 10 that gives a warning by comparing the two clustering maps each representing the local behavior at different time.

    • PROBLEM TO BE SOLVED: To reduce misdetection while maintaining a wide detecting range in a target detecting technique using a laser sensor.
      SOLUTION: A target detecting method detects a target by emitting a laser beam diagonally downward from an installing position of a laser emitting and receiving portion. The method includes the steps of: obtaining information on the distance between the laser emitting and receiving portion and an object to be detected; determining, when the object to be detected approaches the laser emitting and receiving portion, whether the tracking of the object to be detected is suspended or not; and determining, when the tracking of the object to be detected is suspended, whether the object to be detected is the target or a non-target based on the information on the distance immediately before the tracking of the object to be detected is suspended.
