SOLUTION: In the flow regulating valve device 10 for changing the flow rate of fluid by moving a valve body 18, a super-elasticity alloy spring 20 is used as a spring for energizing the valve body 18 in the direction for reducing a valve opening. In the operation for increasing the flow rate, the small flow rate region is changed to the large flow rate region by moving the valve body 18 while elastically deforming the super-elasticity alloy spring 20 within a normal elasticity region in the early stage and then by moving the valve body 18 while super-elastically deforming the super-elasticity alloy spring 20 after the normal elasticity region has been exceeded.
