    • PURPOSE:To enhance bending strength and to inexpensively prepare a cement panel with good workability by constituting the cement panel by laminating and bonding a fiber reinforced synthetic resin plate having specific thickness to the surface of a cement panel main body. CONSTITUTION:To one of the front and rear surfaces of a cement main body (FRC plate) 2 such as a fiber reinforced mortar plate having chopped strands of a glass fiber or a carbon fiber dispersed therein, a fiber reinforced synthetic resin (FRP plate) 3 having thickness t3 about 1/5-1/20 the thickness t2 of the main body 2 is laminated and bonded to constitute a cement panel 1. Next, the cement panel 1 is placed on a concrete body so as to receive a bending load at the surface having no FRP plate 3 thereof and bonded to the concrete body so as to be capable of being used as a surface finish material or a retaining mold. This cement panel can withstand a large bending load, and the manufacturing cost is reduced using the FRP 3 as a retaining mold and the manufacturing work is efficiently performed.

    • PURPOSE: To efficiently neutralize alkaline waste water at a low cost, when the alkaline waste water is neutralized with acidic gas, by adding a proper amount of the acidic gas to the waste water under a presuirzed condition in a drain pipe, while measuring the pH value of the waste water, and then sufficiently mixing the waste water with the acidic gas.

      2 gas necessary for neutralization is added to the alkaline waste water in the drain pipe 1. The CO
      2 gas is rapidly reacted with the alkaline waster water in the drain pipe 1 under a pressurized condition to form water-soluble Ca(HCO

      2 without generation of water-insoluble CaCO
      3 , and the water is neutralized. Thereafter, the water is sufficiently mixed and racted with a paddle mixer 15, and its pH value is detected with a pH detector 6 again. By the detected value are controlled the electromagnetic valves 4 of the CO
      2 gas-feed pipes 3, to readjust the pH value of the waste water before flowing into the mixer 15.
