    • PROBLEM TO BE SOLVED: To provide an aqueous titanium solution stable over a long period, formable of a dense perovskite titanium oxide film exhibiting high photocatalytic activity, in a base material, in particular, even in an amorphous glass base material containing an alkali ion on its surface.SOLUTION: The aqueous titanium solution contains: a titanium complex in which a first ligand having 6 of coordination number to titanium ion, expressed by formula: Z-CO-CH-CO-Z(Zand Zare independently alkyl groups or alkoxy groups in the formula), and functioning as a bidentate ligand; a second ligand of carboxylate; a third ligand and a fourth ligand selected respectively from the group comprising alkoxides and hydroxide ions, and a fifth ligand of HO, are coordinated to the titanium ion, a metal ion capable of occupying an A site in a perovskite titanium oxide, and water as a solvent, and the aqueous titanium solution can form the dense perovskite titanium oxide film exhibiting the high photocatalytic activity, and is stable over the long period.
