    • PROBLEM TO BE SOLVED: To accurately capture the fault conditions of a network generated intermittently or temporarily, to gather its fault information and to improve the efficiency of the cause investigation of a fault. SOLUTION: A packet quality degradation detection part 32 monitors voice packets (VoIP packets) that are steadily transmitted and received over an IP network 10; and when the quality degradation of the packet is detected, a node retrieval part 36 retrieves nodes, such as, a router and a hub on a route to the transmission/reception terminals of the packet. An information gathering part issues an SNMP packet to the respective retrieved nodes on the route and measures and records the traffic flow rate.     • PROBLEM TO BE SOLVED: To avoid accuracy degradation of a time synchronization protocol by balancing a quality of delay measurements in terms of delay fluctuation against a number of delay measurements that are sufficient to maintain time synchronization by an adjustable threshold. SOLUTION: A delay fluctuation is removed from network time synchronization so that a timing packet having an inordinate network delay does not cause an unneeded adjustment to a local clock. Time synchronization includes measuring a delay associated with a timing packet and discarding the timing packet if the delay exceeds an adjustable threshold. The adjustable threshold enables balancing a quality of delay measurements in terms of delay fluctuation against a number of delay measurements that are sufficient to maintain time synchronization.
