The system stabilizer 50 includes: a power storage device 30 configured of a predetermined number of double layer capacitors; a means 20 that, when the output of the generator set 10 exceeds a target level, supplies power equivalent to the difference between them from the system bus 16 to the power storage device 30, and, when the output of the generator set 10 falls below the target level, supplies power equivalent to the difference between them from the power storage device 30 to the system bus 16; and a means 40 that controls bypassing of a charging current so as to equalize the terminal voltages of the double layer capacitors of the power storage device 30.       SOLUTION: This device is composed of a guide 40 on which a plurality of nylon tubes 60 are disposed, and a band 50 to bind the nylon tubes 60 disposed on the guide 41. The guide 41 has ribs 44 and 44 formed in the right angle direction at both end parts from a thin flat member. Bolt holes 44a are respectively provided in the ribs 44 and 44 at both ends. A bottom part 41a of the guide 41 is arc-shaped to protrude toward the rib. Both width end parts 41b and 41b of the bottom part 41a are smoothly bent toward the ribs 44 and 44. Cuts 42 are provided in both width end parts to the bottom part 41a at a constant pitch in the length direction.

The secondary battery is connected to the drive circuit of the starter motor through a first semiconductor switch 13 and a first diode 14, the electric double layer capacitor is connected to the drive circuit of the starter motor through a second semiconductor switch 15 and a second diode 16, the output circuit of the generator is connected to the secondary battery through a third diode 17, and the output circuit of the generator is connected to the electric double layer capacitor through a third semiconductor switch 18 and a fourth semiconductor switch 19 in the reverse direction. Also, the power supply device comprises a control circuit 8 for controlling the semiconductor switches.

In the stopped condition of an engine, it starts measuring procedures in accordance with one of a sensing signal S1 for sensing the opening of a door 12, a sensing signal S2 for sensing the displacement (load) of a seat, and a sensing signal S3 for sensing the displacement of a cab 14 to perform concentration measurement with the heat sensitive concentration sensor 11. Namely, the measurement with the heat sensitive concentration sensor is executed during a time after a driver gets on the vehicle and starts the engine but before the vehicle runs.
