      SOLUTION: A casing 20 of a fan 12 is provided with an annular rib 21 made up of an elastomer 22 and a spindle 23 to eliminate noises as caused by the turbulence of the reversed flow and the main flow generated within the fan 12. Moreover, the annular rib 21 is utilized as a dynamic suction vibrator to reduce the vibration attributed to the imbalance of the fan 12.
