    • PROBLEM TO BE SOLVED: To provide a method of efficiently processing a random access response message when a terminal performs random access.SOLUTION: After the terminal transmits a random access preamble to a base station, the terminal may receive a random access response message having a format of MAC PDU (Medium Access Control Protocol Data Unit) including only a back-off indicator sub-header in a MAC header, from the base station in response to the random access preamble. As described above, the terminal which has received the random access response message including only a back-off indicator sub-header may consider a random access response reception procedure not successful, and may perform a subsequent procedure for a random access responses reception failure.
