SOLUTION: The system comprises a priority setting portion 2 capable of establishing by a device manager an operating priority for each line used, a priority holding portion 3 for holding the setting per line at interior data in a software portion, a change factor detecting portion 7 capable of detecting a plurality of change factors in a device simultaneously, a redundant change control portion 5 for performing redundant change processing per redundancy, and a redundant change priority line determining portion 4 for determining a processing sequence for the redundant change processing, based on the plurality of change factors generated.
